Third Sector Funding Strategy

 

The third sector funding strategy is the agreed framework upon which the Council will base its decisions about which third sector organisations should be funded. It came into effect on 1st April 2010.

The funding strategy will enable decisions about funding to:
  • Be fair, open and transparent.
  • Comply with the Sandwell Compact.
  • Sit within the Council’s framework for specifying and buying services (the strategic commissioning framework).
  • Support Council and Partnership priorities for improvement.
The funding strategy includes 3 inter related elements including:
  • Shopping: Purchasing services from third sector providers. This will usually be done in competition with other service providers from the private or the public sector.
  • Investing: Funding for third sector infrastructure organisations that provide support and help to third sector frontline groups and act as a voice for the sector.
  • Giving: Making a financial contribution to the independent work of a third sector organisation.

All funding agreements and contracts within this model will be time limited and reviewed on a regular basis.

The third sector funding strategy is intended to cover all funding of voluntary and community organisations. However in recognition of the key role played by the voluntary sector support budget, an implementation plan has been developed which is specific to this funding stream.

This sets out how we intend to move from the current position to a more open set of arrangements in which the role and purpose of the voluntary sector support budget is well understood and funds are allocated through clear and transparent arrangements.
