School Workforce

 

Building Schools for the Future (BSF) is part of the government's drive to raise standards in schools. BSF is not just about improving learning environments for pupils, but is also designed to support the government's workforce reform agenda.

The programme will provide flexible accommodation for different models of curriculum delivery and space that enable teachers to get the most out of the time they are guaranteed for preparation, planning and assessment.

Schools renewed through BSF will use Information Communications Technology (ICT) to the full and provide the space and accommodation for a larger and more flexible workforce.

But all school staff - not just teachers - will benefit from an improved working environment through BSF.

BSF is an opportunity for the whole school workforce to have a say in the future of their school and to help create the facilities needed to deliver an enriched curriculum.

You will be kept updated on the progress of the programme and have the chance to get involved with the consultation process on the future of your school via meetings and panels.

BSF will also be working closely with Transforming the School Workforce Programme to ensure that buildings accommodate the requirements of the future workforce.

When schools move to services provided by the Local Education Partnership (LEP) or to Private Finance Initiative (PFI) buildings, for teaching and administration staff there will be no change - they still work for the governors or Sandwell Local Education Authority (LEA).

For facilities management staff, such as cleaners, site supervisors and catering staff, this will depend upon which services the Council decides to include in the contract.

Staff who work in those services are likely to be transferred to become employees of the service provided or the PFI contractor.

The 'Transfer Undertaking Protection of Employment Rights' (TUPE) Regulations are designed to protect staff that transfer in relation to maintaining their terms and conditions of employment.

TUPE, a European law, provides some protection to staff that transfer in relation to maintaining their terms and conditions.
