Teaching and Learning Responsibilities
In order to "focus the precious resource of qualified teachers on issues concerned with teaching and learning and not activities more appropriately undertaken by support staff", a new pay structure is being introduced with effect from January 2006 in which Teaching and Learning Responsibility Payments will replace Management Allowances.
Since April 2004, any new management allowances awarded were required to be temporary. This was to prepare for the introduction of the new payment arrangement in January 2006. The new system aims to identify and reward responsibilities relating to teaching and learning. This is intended to:
- enable schools to be let and managed effectively;
- support workforce remodelling.
Management Allowances are being replaced for a number of reasons. Following research undertaken on behalf of the STRB, it was found that:
- they were used inconsistently across schools;
- some were used for administrative and clerical tasks;
- some were used for recruitment and retention purposes (and there were reports that some were even used as performance awards).
Definition of Teaching and Learning Responsibility Payments
TLR payments can only be made to teachers with a responsibility which is:
- significant, specified and focused on teaching and learning;
- clearly defined in the job description;
- required the teacher's professional skills and judgement;
- additional to the normal range of teacher's duties and does not apply to all classroom teachers;
- sustained and should therefore be awarded on a permanent basis;
- needed to ensure continued delivery of high quality teaching and learning as a part of the school's staffing structure.
