The PTU will, for the first time, introduce a council-wide approach to the organising and contracting of passenger transport services.

It will standardise the passenger transport tendering, quotation and contract arrangements to provide a more efficient and cost-effective service and, where appropriate, manage these processes on behalf of the client services (e.g. Education and Children’s Services, and Adult Services and Health).

Quality control will be an important role. It will extend throughout the Council the good practice already existing in certain areas. This will include effective service monitoring; establishing and enforcing minimum training standards for drivers and escorts; and ensuring good Risk Assessment and Health and Safety practice.

The overseeing and monitoring of the in-house passenger transport fleet will include ensuring its legal and safe operation and recommending how to improve the effective operation and utilisation of the resources across the Council.

One of the most important roles will be to take a strategic approach to passenger transport provision to:

  • Develop alternative and innovative solutions to meeting demand.
  • Review existing provision to look for integrated cross-sector alternatives.
