Owen Street level crossing lies on the Birmingham to Wolverhampton railway line in Tipton. A high number of services use this stretch of line and Tipton Station is immediately next to the crossing. As a result, the barriers at the crossing are down for long periods, sometimes for as much as 45 minutes in an hour. The congestion that this creates on Owen Street has a detrimental effect on the local environment and seriously damages the attractiveness of the shopping centre.
It is proposed to construct a new road, which would take Owen Street alongside the Birmingham Canal, dipping down to pass beneath the railway in a tunnel before rejoining the existing route at Alexandra Road. The level crossing would then be closed. The scheme will include a new car park for Tipton Station and improvements to the pedestrian subway beneath the railway.
